Appointment made in response to Grenfell Inquiry recommendation

The government has announced the appointment of experienced architect Thouria Istephan as its interim chief construction adviser.

Istephan, who was a partner at Foster + Partners for 25 years until 2022, has been appointed to advise ministers and officials on building safety and regulatory reform.

The appointment, announced by the Ministry of Housing, Communities and Local Government (MHCLG), has been made as part of the government’s response to the Grenfell Inquiry phase two recommendations last year.

The inquiry recommended reinstating the role of chief construction adviser to provide advice “on all matters affecting the construction industry”, including monitoring government work relating to building regulations and statutory guidance. The adviser would also alert the secretary of state to construction issues about which the government should be aware.

Istephan, who was a panel member to the inquiry, has been appointed to the role for 12 months while the government establishes the role permanently next year. She is understood to be working 2.5 days a week in the role.

She has held senior roles in architecture including construction design management manager, and technical design deputy across major projects and various sectors.

“Her work will drive the transformation needed to restore trust and improve safety, accountability and confidence across the sector.”
