Housing minister John Healey has pledged £10 million to help more councils develop plans for eco-towns.
In the summer, four locations were picked for the first wave of programmes and now a further nine have expressed interest.
These include Shoreham Harbour in West Sussex, Taunton, Sheffield, Leeds and Coventry.
Healey said sustainable developments would need to include 5,000 homes and demonstrate how schools and services would be delivered in a low-carbon way.
An eco-town network has also been set up in conjunction with the Town and Country Planning Association to allow councils to share ideas on the topic.
The government wants 10 eco-towns up and running by 2020.
