Basically the ARB is saying that ultimately small practices (from whom many larger practices 'acquire' their new ideas in order to stay relevant) will disappear and that practice will be dominated by multi-national behemoths who have the resources to constantly bend to whatever latest political (another word for activist surely) edict the ARB wants to hand down in order to stay on the lists of preferred provider.

It may be morally correct in the light of what was essentially high-level parsimony but it will diminish architects ever more.

On a related matter if the ARB/RIBA want to broaden the representation of what they believe to be under-represented groups then the simplest act would be to fight for protection of function, better fees and thus better pay-that would work almost instantly as the profession would appeal financially as a career option, but that's the one thing that neither body cares to address.
