Good article, but the suggestion at the end handily forgets that access to credit is not equal and therefore restricts those entering the fray.

The procurement system is also a legitimization of the allocation of contracts,not a system of determining best outcomes or is even aimed with or at any sort of moral compass, it simply restricts entrants by scale according to the RIBA independent report on Architectural service procurement( which I believe is likely the same for all service across the board of Government procurement). The procurement system is at best risk reduction based on a balance sheet basis but at worst is fundamentally stopping innovation and destroying English ingenuity through unequal allocation of Government resources into a few old not very innovative but perhaps well worn and comfortable pockets that cause less worry for the accountants who manage the system.
