I think the main reason for protecting this the South Bank Centre is to enshrine its use class. In the current climate, if the land were to be redeveloped, it would inevetably require an element of commercial use to make it pay.

Older buildings that have a vibrant use in the city are extremely beneficial, because they have already paid for themselves. For the arts to survive in such a concentrated area as the SBC, it is important that they can do so knowing there is no rent or loans to pay off - or adjacent commercial interests to acknowledge.

It would be virtually impossible these days to recreate the SBC without some kind of comprimise, and for that reason we should keep it in its uncompromising existing form.
