It is quite untrue for Roger Whiteman to say that modern office buildings cannot be accommodated in less than 48 meters, the prevailing height of St Petersburg. Washington DC has had a 110' maximum building height limit for nearly 100 years so that no buildings compete in height or symbolic importance with either the Washington Monument or the Capitol. There are plenty of fine office buildings up to that height throughout DC, especially along the K Street Financial District corridor. They maintain a continuity of the urban fabric and a strong street-wall. Building high is not necessarily the most efficient way since the taller you build the less efficient the net/gross ratio is by the need for banks of elevators and stairs etc. Just admit that the real reason for building high was to create a landmark but don't pretend it was about efficiency!
