Seven-block scheme to include UK’s second-tallest residential building

Lambeth Council has approved Pilbrow & Partners’ £2bn plans for a 2,300-home scheme in Vauxhall which will include the UK’s second tallest residential building.

The seven-building Vauxhall Square development for Cedarstone Capital Partners and Bmor spans buildings with heights of two, 20, 45, 61 and 69 storeys, with the latter set to be the tallest in the Nine Elms high-rise cluster.

The scheme will contain housing, student accommodation, retail and leisure space. The tallest building will contain 500 homes for market sale. One of the 61-storey towers will have 355 build-to-rent units, while the other will offer 1,164 co-living units. The 45-storey block will be made up of 699 student studio flats.

While 242 homes for affordable tenures, including 122 for social rent, will be delivered onsite, a £210m developer contribution hsas alco been made for offsite affordable housing.

Pilbrow & Partners said: “The scheme brings forward ambitious proposals for a site that has been blighted for more than a decade. Vauxhall Square will form the centrepiece of the tall building cluster with six buildings that frame a new public park.”

The development will also deliver a 250-room hotel, offices, shops, cafés, restaurants, bars, a cinema, community facilities and a potential healthcare centre.

Enabling and construction works are expected to start in January 2027 and complete in February 2032.

Vauxhall Square’s latest masterplan was designed after development partners Cedarstone Capital Partners and Bmor replaced Allies and Morrison with Pilbrow & Partners as lead architect. 

The 2025 redesign came 12 years after Lambeth Council approved Allies and Morrison’s original proposals, designed for property developer CLS Holdings, which consisted of a total of nine buildings including two 50-storey towers.

A portion of this site was later sold to student accommodation developer Urbanest, which completed a 32-storey tower containing 454 student beds in 2018.

The rest of the site, one of the largest vacant sites in Lambeth, remained undeveloped with CLS carrying out minor works on the site in order to lawfully maintain its planning consent.

The site was later bought by Chinese developer R&F, which sold it to Hong Kong rival Far East Consotrium for £95.7m in 2022. Cedarstone Capital Partners and Bmor, backed by GFH Partners purchased the site with financing from Cheyne Capital in 2024.

The wider project team includes consultants Hoare Lea, Ramboll and Gardiner & Theobald.
