They produced innovative designs by Allford Hall Monaghan Morris and Levitt Bernstein but at a predetermined budget with design-and-build-type submissions. An experienced architectural assessor, David Parkes, acted as adviser and co-ordinator to set up the competition using the principles contained in the RIBA’s guidelines.
