"Even though registered charity the Garden Bridge Trust, which is overseeing the project, has raised £69m worth of private donations,...."

My understanding is that the Trust have "pledges" no "real" money.

Given the current state of play it is difficult to see anyone coughing up.

The key points are that the costs have been going up inexorably and the maintenance and management costs wll only increase with time. Who in their right mind would make that commitment?
