I think building regs should be restricted to dealing with basic matters of construction technology and safety. Other issues of social welfare, crime prevention, sustainability etc. start to form an almost endless list of possible very worthy ideas effected by building design but which have the potential to make a regulation process cumbersome and excessively bureauocratic. Such matters need to be adressed through dialogue between designer and client to establish what is appropriate for that particluar project.
