This is a process, going overseas to get new ideas, that many normal architects do for themselves, if they feel the need, from time to time, or not as the case may be.

So I would say the British Council are stepping into a process that is already taking place without extra resources by the professionals who can assimilate at source, precisely because this cannot be done through an intermediary. The original idea will be diluted through an unknown quantity of a part time divorced body unsantioned to majorly step into Architecture. This is done in the name of progress, but to be in architecture you have be at the rock face, blood sweat and tears or else it does not count, whether you have a stand at Venice or not. Looks good to a handful of people whose lives do not depend on anything to do with it, which will not be many.
