There needs to be an audit of the impact of Value Engineering and what "savings" get passed to public sector clients. Public sector (or publicly funded) clients also need to ensure they are able to procure the right solution for their needs, not just their egos!

The whole issue needs looking at and maybe some soul searching about what we really need to be spending our nations funds on, Simple robust building can still be elegant designs that stand the test of time and not every public building should be striving to be an icon.
