Nick writes about the 1990s proposal for the East London River Crossing, where a design and build option was chosen because it was only fractionally cheaper: "I can’t understand the merit of knowingly choosing something ugly, .... simply because it’s cheaper".
The trouble is that usually those making the decisions, typically financial people, simply can't tell the difference. Even when you try and explain it to them, it's like trying to explain music to someone who's deaf, or colour to someone who's colour blind.
