The use of the building is not the question, it is the quality and relevance of the building to its time, in this case the 1960's and the importance of its designers in that period. We do not have listed country houses because their use is relevant but because they were designed by important architect of the period and they expressed the way we lived in the past. The South bank Centre for all its faults is important and over time has become a well loved landmark for some as well as a focus of activity and enjoyment as witnessed by the use of its terraces and under crofts as well as the concert halls and galleries.
