Libya has a large number of professionals in all areas, including, I am sure, Architecture. The best thing the UK and other countries can do is to offer training to young architects and consultants, in design and especially in project management, so that they can design new buildings to high standards and with very low emissions. A new green revolution, very different from the last, could begin and serve as a model for other nearby states, including the ones who will hopefully soon be part of the arab spring and the arab century.
The Iraq model, with big multinationals hoovering up massive, self-created contracts, will only cause resentment in the long term and polarise religious and political groups.
