Could that have been an accidental outburst of normal architectural arrogance with the poor contractor doing the 'dirty' work and the client tugging along. This size of the fine will not deter the 'big' boys. £100k for each offence would have sent a more effective signal. Perhaps Westminster's use of 'pre-eminent' for architect together with the word 'foul' is noteworthy and indicative of shape of things to come!
